A DA-stage estimate can look complete on the total line while carrying a large amount of commercial uncertainty underneath it. Knowing how to assess provisional risk is what separates a useful early estimate from a tender that quietly erodes margin once engineering, selections, site conditions and trade pricing firm up.

For residential builders, provisional risk is not simply the value of provisional sums. It is the combined exposure created by incomplete information, uncertain quantities, volatile rates, programme dependencies and assumptions that have not been tested. The job is to identify that exposure early, price it transparently and make sure the client, estimator and delivery team can see where the number may move.

Start by separating measured scope from provisional scope

The first rule is simple: do not treat an allowance as though it has been measured. Measured scope should be traceable to drawings, schedules and specifications. It belongs in the BOQ with a quantity, unit, rate and clear trade allocation.

Provisional scope exists where the documentation does not support a reliable quantity, detail or market-tested rate. Common examples at DA stage include excavation conditions, retaining, stormwater connections, structural steel details, driveway design, external works, authority requirements and client selections.

This distinction matters because a single total can hide two very different levels of confidence. A measured plasterboard quantity based on plans is not the same risk as an allowance for rock excavation. Both may sit in the estimate, but they need different treatment in the report, pricing packs and tender qualifications.

A practical BOQ structure should show measured items separately from provisional allowances. That allows the builder to revise an allowance without disturbing trade quantities that are already supported by the documents. It also gives subcontractors cleaner packages to price, reducing the chance that an unclear allowance is carried differently by every trade.

How to assess provisional risk by work package

Assess each provisional item against three questions: what is unknown, what could move the cost, and when will the uncertainty be resolved? This turns a vague contingency discussion into a work-package review.

For example, an excavation allowance may depend on geotechnical information, access, spoil disposal, groundwater and whether rock is encountered. The risk is not just the excavator's hourly rate. It includes potential programme delay, additional cartage, import fill, dewatering, engineer changes and the effect on following trades.

A joinery allowance may be driven by an incomplete finishes schedule. Here, the quantity may be broadly measurable, but the rate is uncertain because board type, hardware, stone, appliances and internal fit-out standards are not confirmed. The commercial response is different: establish a clear inclusions basis, set an allowance at the intended specification level and document exclusions rather than guessing a low rate.

For every package, record the following in the estimate notes or dashboard:

  • the document gap or unknown condition;
  • the current allowance basis, including quantity and rate assumptions;
  • the likely cost range if the assumption changes;
  • the evidence required to convert it to measured scope; and
  • the person and date responsible for closing out the item.

This register does not need to be complicated. It needs to be visible, live and tied back to the estimate. A provisional item without an assumption note is simply an untracked exposure.

Rate uncertainty and quantity uncertainty are different risks

Builders often group these together, but they should be assessed separately. Quantity uncertainty arises when the extent of work is unclear. Retaining walls without final engineering, for instance, may have an uncertain length, height, footing design and drainage requirement.

Rate uncertainty arises when the quantity is known but the market price is not. This is common with specialist trades, regional delivery costs, constrained access, custom glazing or products awaiting final selection. A square metre quantity may be solid, while the supply-and-install rate varies materially between subcontractors.

The response to quantity uncertainty is better documentation, measurement and design clarification. The response to rate uncertainty is market testing through subcontractor pricing packs, current rate cards and a defined procurement strategy. If both are uncertain, the risk is compounded and should be flagged as high rather than buried in a standard allowance.

Score the exposure, not just the allowance value

A $15,000 provisional sum is not automatically more dangerous than a $5,000 one. A smaller item can create significant damage if it affects the construction programme, holds up approvals or triggers redesign across several trades.

Use a simple risk score based on likelihood, cost impact and programme impact. A high-likelihood item with a modest direct cost can still warrant early action if it sits on the critical path. Sewer connection uncertainty, for example, can affect excavation, slab sequencing, authority inspections and handover dates.

Consider the direction of movement as well. Some allowances have a reasonably balanced upside and downside. Others are almost entirely downside because the lowest reasonable outcome has already been assumed. Rock excavation priced as ordinary material is a classic example. If the allowance has little realistic chance of reducing, it should not be presented as a neutral placeholder.

A useful internal view is to classify items as low, medium or high provisional risk. Low-risk items have a defined scope and a narrow rate range. Medium-risk items need confirmation but have a sensible allowance basis. High-risk items lack critical information, affect multiple packages or may materially alter cost and programme.

Test the allowance against evidence

A provisional allowance should be based on evidence, not a round number carried forward from a previous job. Start with available plans, consultant reports, planning conditions, site photos, survey information and the specification. Then test the item against completed projects of similar type, location, access and build complexity.

Past job data is useful only when the scope is genuinely comparable. A duplex on a flat serviced site in metropolitan Melbourne is not a reliable benchmark for a sloping regional NSW site with limited access and unknown rock. Local labour availability, freight, accommodation requirements and subcontractor capacity can all change the rate position.

Current rate cards provide a fast starting point, particularly for early feasibility and DA-stage work. They should be adjusted where site constraints, region, programme, procurement timing or design quality justify it. Rate cards are not a substitute for trade pricing on high-risk packages, but they give the estimator a structured basis before quotes return.

The strongest test is to issue targeted pricing packs for the packages carrying the largest exposure. Give subcontractors measured quantities where possible, identify provisional components clearly and ask for exclusions, lead times and qualifications. A quote total without these details is not enough to assess tender risk.

Tie provisional risk to the construction programme

Cost allowances and programme allowances need to agree. A provisional item can create a margin problem even if the final cost stays close to budget, simply because unresolved information delays procurement or forces inefficient sequencing.

Check whether each high-risk item needs to be resolved before site start, before slab, before frame or before lock-up. Structural steel, switchboard upgrades, retaining and long-lead selections can all affect the programme well before their invoice value becomes visible.

Where the programme is tight, include realistic lead times and decision dates in the estimate assumptions. If an item is allowed provisionally but requires an eight-week procurement period once selected, the risk is not fully assessed until that timing is shown. This is especially relevant where client selections are incomplete and the tender programme is being used to support a contract start date.

Avoid the two common pricing mistakes

The first mistake is hiding uncertainty inside measured trade rates. This makes the BOQ harder to audit and creates problems when a subcontractor price comes back lower or higher than expected. Keep the base measured rate clean, then show the provisional component separately.

The second mistake is applying one blanket contingency across the whole job. A general contingency may be appropriate for residual uncertainty, but it should not replace work-package assessment. A blanket percentage gives no direction on what to clarify, which trade to price first or where a value-engineering option may reduce exposure.

For example, if retaining is a major risk, the commercial action may be to obtain preliminary engineering, test an alternative wall system or revise site levels. Adding a broad percentage to the tender does not reduce that risk. It only makes the number less transparent.

Present risk clearly in the tender review

Before tender submission, review the estimate with the project lead using a short provisional-risk schedule. For each high and medium item, confirm the allowance, assumption, risk rating, next action and owner. Then make a deliberate decision: retain the allowance, seek clarification, obtain trade pricing, qualify the tender or redesign the scope.

This review is also where value engineering becomes useful. It should address a defined risk or cost driver, not be a late attempt to force the total down. A builder can compare alternatives properly when the BOQ shows the measured scope, allowance basis and likely programme effect.
