A residential BOQ can look complete and still leave a builder carrying the risk. The real question is not only who prepares residential BOQs, but whether that person has measured the documented scope properly, separated unknowns from known work, and structured the output for pricing, procurement and site delivery.
For Australian residential builders, a BOQ is a pre-construction control document. It should let the team test the cost plan before tender, issue clean trade packages, identify gaps in the DA documentation and make informed value-engineering decisions. The person preparing it matters because their role, method and commercial brief determine what ends up measured, allowed for or missed.
Who prepares residential BOQs?
Residential BOQs are commonly prepared by a quantity surveyor, residential estimator, in-house builder estimator or specialist estimating service. Architects and building designers may prepare schedules, but they do not usually produce a pricing-ready BOQ unless estimating is specifically within their scope.
There is no single right provider for every job. A custom home with detailed construction documentation, a duplex at DA stage, and a live tender with incomplete engineering all need different levels of detail and turnaround. The key is matching the preparer to the decision you need to make.
Quantity surveyors
A quantity surveyor, or QS, is traditionally engaged to measure work, prepare cost plans and BOQs, and provide independent cost advice. For a more complex residential project, a QS can be useful where a client, financier, architect or builder needs formal cost planning through design development.
The trade-off is turnaround and cost. A conventional QS workflow may be thorough but can take days or weeks, particularly when the brief requires multiple revisions. Some QS documents are excellent measurement schedules but are not always configured around how a residential builder packages trades, applies supervision, or sends scopes to subcontractors.
A QS is a strong fit where independent reporting and detailed design-stage advice are central to the engagement. Before appointing one, confirm the deliverable: ask whether the BOQ includes trade-ready descriptions, a rate build-up, exclusions, provisional allowances and a format your estimating team can edit.
Residential estimators
A residential estimator is usually closer to the tender workflow. They measure plans, interpret construction details, allocate costs against a builder's trade structure and apply labour, material, plant, subcontract and preliminaries rates.
An experienced estimator understands that a measured quantity alone is not a tender. A concrete volume needs access, pumping assumptions, reinforcement coverage, edge beams and site conditions considered. Framing needs a documented system, spans, tie-down requirements and an allowance for the level of design resolution. Their job is to turn quantities into a commercially usable estimate, not just a spreadsheet of areas.
For builders pricing single dwellings, granny flats, duplexes, triplexes and additions, an external residential estimator can remove a bottleneck without adding permanent overhead. Quality varies sharply, though. Ask how they deal with incomplete documentation and whether the result is editable, traceable and structured around the way you buy work.
In-house builder estimators
Larger building businesses often prepare residential BOQs internally. This gives the best alignment with historical costs, preferred subcontractors, standard inclusions and the company's margin and supervision settings. The estimator also knows which trades regularly create variations and where the construction team needs more definition before starting on site.
The constraint is capacity. When several jobs land at once, the in-house estimator may be forced to price quickly, reuse old allowances or defer measurement of lower-value packages. That is where tender risk accumulates. An internal team can still benefit from outsourced measured scope and a first-pass BOQ, then apply its own local trade intelligence and final tender judgement.
Specialist estimating services
Specialist estimating services sit between manual QS engagements and do-it-yourself takeoff software. They prepare measured scope and cost outputs for builders that need speed without handing a junior estimator a set of plans and a blank workbook.
The better services provide more than a total. Look for an editable BOQ workbook, a builder-ready Cost Estimate Report, trade-by-trade subcontractor pricing packs, assumptions and exclusions, plus an indicative construction programme. These outputs allow the builder to check the cost, interrogate risk and send defined packages out for market pricing.

What a residential BOQ preparer should actually deliver
A BOQ is only useful if it can be tested and used. At a minimum, it should identify the scope by logical trade or construction element, provide units and quantities, record the basis of measurement and make clear what is included.
For tender use, the document should also show rates and extensions, preliminaries, site establishment, supervision, margin settings where relevant, and allowances that have not been fully measured. The structure should reflect procurement. If roofing, windows, joinery, hydraulic, electrical and landscape packages are buried inside broad headings, subcontractor comparisons become slow and scope gaps become harder to spot.
The most useful estimating packs typically include these four working components:
- An editable BOQ workbook, with quantities, rates and line-item totals that can be adjusted as quotes return.
- A Cost Estimate Report that presents the commercial position, key assumptions, exclusions and provisional allowances clearly.
- Subcontractor pricing packs that define each trade package consistently, so quotes can be compared on scope rather than headline price.
- An indicative construction programme that tests the practical sequence of the build and flags long-lead or programme-sensitive work.
A dashboard can add value when it allows quick changes to rates, quantities, margin and supervision without rebuilding the estimate. It is useful for tender reviews, but it does not replace a clean underlying BOQ.
Measured scope versus provisional allowances
This is where many residential tenders go wrong. A preparer should not present every line as though it has the same level of certainty.
Measured scope is work that can be quantified from the drawings and written documentation: slab area, wall framing lengths, plasterboard areas, roof cover, doors, windows, fixtures where schedules exist, and so on. Measurement still needs judgement, but its basis can be checked against the plans.
A provisional allowance is different. It covers work that cannot be accurately priced because the information is missing, unresolved or dependent on a future selection. Examples can include rock excavation, retaining requirements, authority upgrades, bushfire provisions, final engineering changes, joinery detail or a client-selected finish package.
Neither category is a problem by itself. The risk starts when provisional items are hidden within a lump sum or treated as measured fact. A good BOQ preparer names the uncertainty, explains the allowance basis and gives the builder a clear action: seek a quote, request further documentation, qualify the tender or carry a controlled contingency.
The documents they need from you
The quality of a residential BOQ follows the quality of the input. DA plans can be enough to establish an early estimate, but a tender-ready result improves with every relevant document supplied.
Provide the architectural plans, elevations, sections, site plan, finishes schedule, engineering where available, energy report, BASIX or NatHERS documentation where relevant, survey, geotechnical information, hydraulic concept, electrical information and any consultant reports. Existing drawings and demolition scope are particularly important for renovation and addition work.
Do not wait for a perfectly complete package if an early cost decision is needed. Instead, instruct the preparer to price the documented work and identify the balance as assumptions or provisional allowances. That gives the business a usable decision point without pretending the design is further resolved than it is.
Choosing the right person to prepare your BOQ
Start with the purpose. If you need an independent cost plan for a design team, a QS may be the right appointment. If you need to lodge a tender this week, validate a preliminary budget, or issue scopes to residential trades, an estimator or specialist estimating service will usually be more practical.
Then test the method. Ask whether quantities are measured from the current drawings, whether rates reflect your location and project type, and whether the output can be edited after subcontractor quotes arrive. For regional NSW, QLD or VIC projects, rate cards need to account for local labour availability, freight, accommodation where applicable and thinner subcontractor markets. A metro rate pasted into a regional estimate is not a local pricing strategy.
Finally, compare the proposed BOQ against a past priced job. Pick a project with known construction cost, not merely a winning tender. Review missing trades, under-measured quantities, allowances and programme impacts. That exercise quickly tells you whether the preparer understands your business or is simply producing a polished total.
